Assam (some constituencies)
The government of Assam has declared a public holiday on October 21 under section 25 of NI Act, 1881 in the constituencies where by-elections will be held.
The places where the by-elections will be held are- Ratabari in 1-Karimganj district, 44-Jania in Barpeta district, 74-Rangapara in Sonitpur district and 106-Sonari in Charaideo district.
In keeping with this, all government, non-government offices, PRIs, urban local bodies, educational institutions and business establishments including banks, tea gardens and industries etc. within the jurisdiction of the above mentioned Assembly constituencies will remain closed.
Bihar (some constituencies)
The State Government of Bihar has declared a Public Holiday for 23-Samastipur (SC) Parliamentary Constituency and 54-Kishanganj, 76-Simri Bakhtiyarpur, 109-Daraunda, 158-Nathnagar and 163-Belhar.
However, the voting date of Monday October 21st 2019 will be a holiday for the above-mentioned respective constituencies only.
Maharashtra
The state has declared a public holiday on October 21st 2019 to enable people to vote in the state-wide assembly polls.
Maharashtra will undergo a single-phase by-election on October 21st, while the counting of votes will take place on October 24th, announced the Election Commission of India on Saturday.
The holiday is for government and semi-government offices, corporations, state-run boards, public enterprises and banks.
Haryana
A Government of Haryana vide notification has declared election-holiday on October 21st 2019 in reference to a letter of the Election Commission of India.
In this regard, a holiday is declared with wages for employees working under shops and commercial establishments falling within the jurisdiction area of the state of Haryana, only for their employees who are enrolled as voters in the state of Haryana and Maharashtra.
Tamil Nadu (some constituencies)
A public holiday has been announced on October 21st due to a by-election for Vikravandi and Nankuneri constituencies.
In a statement, the public and private offices have been given public holidays in the two constituencies, ahead of the assembly by-election.
The declaration of a holiday by the government under the Negotiable Instruments Act of 1881 will not be applicable to private companies falling under the Factories Act of 1948 and therefore workers will not be entitled to wages if they fail to turn up for work on those days.
