Azerbaijan: Novruz Holiday. Novruz Bayrami is the most important holiday in Azerbaijan. It celebrates the Persian New Year, and the beginning of Spring
Colombia: St. Joseph's Day (in lieu). If 19th March does not fall on a Monday, it is observed the following Monday.
Kazakhstan: Nauryz Holiday. Nauryz means 'new day', it is celebrated over several days from March 21st and marks Persian New Year which begins on the Vernal Equinox.
Lebanon: Feast of the Annunciation. This day celebrates the visit of the Archangel Gabriel to the Virgin Mary to announce to her that she would become the mother of Jesus

New Zealand (regional): Otago Anniversary Day. Otago Anniversary Day is 23 March, but is celebrated on the closest Monday. In 1848 settlers first arrived at Koputai (Port Chalmers)
San Marino: Anniversary of the 'Arengo'. Commemorates the events of March 25th 1906 which led to a Parliament elected directly by the people.

USA (regional): Seward's Day. A legal state holiday observed in Alaska, USA. It is celebrated on the last Monday in March and commemorates the signing of the the Alaska Purchase treaty on March 30th 1867.
